Jim Rhodes (Jeff Daniels) é um ativista dos direitos humanos trabalhando em uma cidadezinha da fronteira do México para ajudar a supervisionar as eleições sindicais em uma fábrica de propriedade americana. Só que ele descobre que as coisas não vão bem: os corpos de 27 trabalhadores foi encontrado em um túnel abandonado e dois ciclistas americanos desapareceram sem deixar vestígios.
