Sinopse: Por volta do final da dinastia Qin, vários imigrantes refugiados começam a chegar em Shangai a procura de melhores condições de vida, entre eles estão o pugilista Ma Wing Jing e seu irmão Ma Tai que estão a procura de trabalho. Ao salvar um poderoso mafioso de uma emboscada Ma Wing Jing vê seu sonho pelo poder se tornar realidade quando se torna um dos homens de confiança do Gangster que controla parte dos territórios da cidade. Mas nesta luta pelo poder além de enfrentar o gangster rival que quer conquistar todos os seus territórios eles teram que lutar com as autoridades policiais corruptas e gangues rivais.
