Delivery truck driver, Uncle Chuen, works hard every day to put food on the table. His only son, Chong, is only interested in photography. Uncle Chuen doesn’t like how Chong idles his days away doing nothing, and this is a frequent flashpoint between the two. One time during an argument, Uncle Chuen slapped Chong on the face, and Chong ran out of the house, but didn’t forsee that Chong would be hit unexpectedly by a car. Uncle Chuen and his wife rushed to the hospital, but there was no way to save him. The director of organ donation at the hospital found out that Chong had registered as an organ donor before he died. Although Uncle Chuen still could not accept his son’s death, he pushed through the pain to fulfil his son’s dying wish, to leave a gift to those still alive.

Bhoominathan aka Bhoomi is introduced to us as a person who gets into many local fights. Worried about his future, his family sends him to Muthuramalingam (Raj Kiran), a much respected personality in his place Semmanur, to put Bhoomi's life on the right track. The movie takes place again in the fictional Wangan Station of the Tokyo Metropolitan Police Department the once empty space within Wangan's jurisdiction has become a popular tourist attraction. When a string of murders of company execs begins taking place, Aoshima jumps at the opportunity to pursue something other than his current case, which he finds less than inspiring. However the powers that be have other ideas, and Wangan again plays host to a special investigation team from headquarters. Aoshima's friend Superintendent Shinji Muroi, assigned by headquarters to assist Okita, is again powerless to help the local officers as decisions are made by the higher ups.
