Bombolini é um bêbado bastante inútil na pequena cidade italiana de Santa Vittoria nos últimos dias da Segunda Guerra Mundial. Quando chega a notícia de que o governo fascista se rendeu, ele sobe na torre de água para derrubar a bandeira. Depois que subiu fica com medo da altura e não consegue descer.
